When a robot receives MOVE_FORWARD, the motion planner knows the motor commands, the distance, and the expected outcome. The semantics are explicit. They were written into the system before it ever ran.
ASRA-style adaptive reasoning systems work differently.
The system receives abstract action tokens:

No definitions. No labels. No documentation saying ACTION1 = increment top-center cell. The action meaning is never explicitly given.
All the system sees is a sequence of observations:
Before Grid → Action Token → After Grid
From those observations alone, it must discover what each action actually does.
This is action semantics inference: inferring the hidden meaning of an action by analyzing how states change before and after it is applied.
Why does this matter?
Because real scientific and adaptive intelligence often operates in environments where:
